Will there be a monthly cloud storage fee for recorded videos?

No monthly cloud storage fee will be charged. Each device is equipped with a 32GB memory card for local video storage, which can store about one year’s videos. The memory card storage space will automatically loop.

Does this system work once there is no wifi and power failure?

Yes, it can still work without WiFi and power failure. They are powered by battery. Doorbell camera can work 60-90 days, monitor can work about 6-8 hours. But you can not control it on your smartphone without WiFi.
